The Incident Response System (IRS) is an effective mechanism for reducing the scope for ad-hoc measures in response. It incorporates all the tasks that may be performed during disasters management irrespective of their level of complexity. It envisages a composite team with various stakeholders to attend to the entire possible response requirement. The Incident Response System (IRS) identifies and designates officers to perform various duties and get them trained in their respective roles.


Basic Function and Structure

In line with our administrative structure and DM act 2005, there shall be a Responsible Officer (RO) designated at the District level as overall in-charge of the Incident Response Management (IRM). Response Officer (RO) may delegate responsibilities to the Incident Commander (IC) who in turn will lead/manage the incident through Incident Response Teams (IRTs). The Response Officer is responsible for commanding all the activities in case of any incident. The individual designated as the RO has the overall responsibility for all functions. The RO may decide to perform all the coordination functions himself or delegate authorities to perform functions to other officers in the organization.

  • IRS functions through incident response teams in the field. An IRT is a team comprising all positions of IRS organization headed by Incident Commander (IC).
  • On receipt of early warning, RO shall activate the Incident Response Teams. In case of a disaster without any warning, local IRT will respond and contact RO for further support, if required.
  • IRTs pre-designated shall function actively at all levels (i.e. District, Sub-Division and Tehsil/Block).
  • Incident Response Teams at the lowest administrative unit (Sub-Division /Tehsil/Block) shall be the first responder.
  • If the incident becomes complex and beyond the control of local IRTs, higher level IRTs will be informed to take over the response management. In such cases, the lower level IRT will merge with higher level IRTs.
  • When lower level IRT merge with higher level IRT, Incident Commander (IC) of lower level may play the role of Deputy Incident Commander and discharge other duties that the IC of higher authority may assign.
